Nasceu no dia 25 de setembro de 1894, na cidade de Itapicuru, no Estado da Bahia, filho de João Moreira Sobrinho e Donata Caldas Moreira. Graduou-se em Direito pela Faculdade de Direito da Justiça.

Integrou o Ministério Público, tendo sido nomeado em 1º/09/1926 para atuar na comarca de Santa Maria. Atuou nas comarcas de Caravelas, Itabuna e Ilhéus. Por antiguidade, foi promovido para a promotoria da primeira Vara Crime em 6/3/1945.

Nomeado para o cargo de Procurador-Geral de Justiça de 29/02/1944 e permaneceu no cargo até 1951. No período entre 1945 e 1950 exerceu o cargo de Procurador Regional Eleitoral.

Pelo quinto reservado ao Ministério Público, em lista tríplice encaminhada ao Governador do Estado, foi nomeado Desembargador do Tribunal de Justiça do Estado da Bahia em 18 de agosto de 1952. Nos biênios de 1954/1956 e 1956/1958, foi eleito vice-presidente do Tribunal de Justiça.
