Nasceu em 20 de agosto de 1931, em Salvador, Bahia, filho de Nestor Duarte Guimarães e Lydia Ferreira Duarte. Formou-se em Direito, pela Faculdade de Direito da Universidade Federal da Bahia – UFBA, em 1954. Concluiu o Doutorado em Direito Público em 1958.

Membro da Ordem dos Advogados do Brasil – OAB-BA, foi conselheiro nacional, vice-presidente do Conselho Secional e Conselheiro Federal da OAB-BA, membro e ex-presidente do Instituto dos Advogados da Bahia, jornalista, redator do Jornal da Bahia; professor universitário e procurador municipal de Salvador.

Foi nomeado em 30 de abril de 1963 para exercer o cargo de Procurador-Geral da Justiça, e permaneceu até 7 de abril de 1964, quando pediu exoneração.

Foi eleito deputado estadual pelo Movimento Democrático Brasileiro – MDB, 1967-1971, foi cassado e teve seus direitos políticos, através do AI-5 em 1969, sendo anistiado em 1979. Foi vice-prefeito de Salvador nos períodos de 1986-1989 e 2005-2008, pelo Partido Social da Democracia Brasileira – PSDB.

No período de 1989 a 1991, foi Secretário da Justiça e Direitos Humanos do Estado da Bahia, foi diretor pro-tempore e vice-diretor da Faculdade de Direito da UFBA; consultor jurídico da Constituinte Estadual de 1989.

Faleceu em 20 de maio de 2020 aos 88 anos.
